terrible whine noise

what would make a whine noise when you turn the ignition on and carry on but louder when you tick the engine over...
fuel lines were vibrating like a hell as well...
was thinking the fuel pump but that is brand new and in the fuel tank is it not, and the driveshaft would not rotate by just putting the ignition on...
any ideas... guys and girls....

sounds like your missus is in the car - kick her out before startup and all should be fine!!
