handbreak adjustment???

my hand break is way too high to pass the next mot so i wondered if it can be tightened up like on most cars or not, and if it works a small pair of shoes or the disc break. as my car has had a rebuild its been off the road so the discs went rusty the front are now clean but the back are still quite rusty can they be balanced out or is this normal ie 60% front 40% rear?? thanks guys:-D

Check yto make sure they havent seazed up as the rears are prone to this and poor hold is a good symptom kit is a few quid and makes them like new well worth it!
