Can't bleed the Power Steering HELP!!!!!!!!!!

I have changed the rack complete and now i followed the bleeding instructions in the manual but when i lowered the car and tried to turn the steering with the engine running the steering wheel is shaking violently and doesn't stop until i switch the engine off.

If the engine is started and i don't touch the steering wheel it does not move until i physically move the steering wheel, this has me stumped as i thought it would be air in the system but i cant turn the wheel left and right whilst running.

Any ideas to help me out guys

Did you top it up first then try going lock to lock several times (whilst topping up again)
Have you disconnected the hydraulic lines at all, just wondering if you've plumbed them back in wrong?
Steering rack knackered?

jack the wheels off the ground, make sure the reservoir is full (leave the cap off so you can top it up), start the engine and go from lock to lock making sure the res is topped up.
